You can definitely influence people and change their behaviour, but I don't think flashing single-frame messages work otherwise it would be done all the time.
Filmakers like Stanley Kubrick had all kinds of subliminal tricks to make viewers uneasy. The Hotel in the Shining for example had an impossible interior made purposely to generate unease in the viewer. (The obvious example of this is the bright window behind the Hotel Director Ullman character).
This wasn't subliminal like a single film-frame replacement. I want to say it was far more subtle than that, but in a way its alot more obvious. Your conscious mind would never notice this, but deep in your head, you know something just isn't right.
