Americans, but if we're going to spend the $20+ billion I'd rather see us do something worthwhile like fix bridges and roads, upgrade water systems to remove lead piping, and so on. Plus, we still haven't seen the President's plan for getting Mexico to pay for the wall (and tariffs aren't an answer as American consumers would then be paying for it).
