I have been using Paxum since 2011-2012 and i have to say : i NEVER HAD ANY ISSUE with them. Simple as that.
Debit Cards always arrive on time, they always work totally fine
I recently used their Wire Transfer withdrawal service and i got the money on my bank account in 4 days and without any charge from my bank
Usually my bank charges 15? to receive a wire. I guess it's because it was coming from their UK company.
In any case, all those having problems with Paxum is just because they want to.
There will always be people who don't know how to use a service and who complains on boards, making big noise instead of trying to understand why they are having issues.
But the reality is, when you manage your account right, Paxum works like a CHARM
