I think someone is always gonna try to pull a fast one.
And perhaps this regulation was a good thought.
But, agencies have too much power.
Congress needs to stop dodging things (which they have done for over 50 years) and cut out these "regulations" and start making real law.
They are supposed to be our representatives.
