Mostly I agree (see below). We reached the "tipping point" with mobile about two years ago. I noticed in my stats then how mobile was overtaking desktop in terms of traffic.
And yes indeed MANY people check out a site on mobile then re-visit the site later on desktop to confirm their impressions and make a sale. (This is also one of the reasons I do not like 'micro billing' via mobile, or pay-per-minute. The user experience is so much better on desktop.)
This is why I think responsive designs are better than two different mobile/desktop versions. The responsive should look good and the same on all devices.

AND in regards of mobile you should not only think about indians when you speak about india - the big difference between than and now is that in desktop times people where in internet when they are at home - now they are in internet wherever they are.

just think in truck drivers, travelers, offshore workers etc.... meanwhile you can even reach them when they are sitting in plane.
