Hardly.
When it was run by the Dutch it was one of the most advanced countrys (even had nuclear weapons).
After Apartheid it went through a reasonable downturn as wrongs were righted and the country took a downturn for a minute.
Their economy has suffered because of the govt. trying to force white ownership of pretty much anything into extinction as a way of payback for Apartheid.
But it's still a super rich country.
