Not 270 people said it out of 8 billion, but 270 politicans/journalists/etc. I'm sure millions have said it in private conversations, but that doesn't matter - it matters when Obama says it, it matters when it's written on some major news site, etc. If people keep saying it, in 10 years it will turn out that Hitler had Polish roots, and in 20 years it will turn out he was actually born in Katowice instead of Austria
This law, yes, is probably pointless, but it is fair in a certain sense. If public holocaust denial is illegal in most countries in Europe (in order to "protect the jews" from it being downplayed), then this should be too (in order to "protect the poles" from suggesting they were responsible).
