No, his job is to investigate for a crime - collusion. However, it's like a police officer. If a police officer pulls you over for speeding and finds meth in your car, well, you go to jail for having meth. If you make a deal and rat out your meth dealer, well, then they go to arrest your meth dealer. And so on. And so forth.
