It is literally beyond unimaginable.
Government office gets a person who gives himself in for committing a crime against said government/country. And instead of detaining him and punishing, it gives out drivers license.
This is far beyond any comprehension. Insane!
While in normal world said government official should be charged the same way any citizen would be charged f they knew about a crime and did not report it. In ideal world should be charged with treason (as said crime is against the country), but lets not go that far.
