No, it’s not. Hong Kong has some of the stringent laws in the world around cannabis usage.
Buying/selling and smoking weed carry a maximum sentence of seven years in jail and a fine of HK$1,000,000. In reality, prison sentences for smoking are rare but substantial fines in the tens of thousands are not unheard of. Those growing cannabis face larger fines and usually a jail sentence.
