This whole 'charity' thing sounds nice and there's nothing wrong with it apart from 200k of tax payer money used for a program that either should or shouldn't have been in the budget.
But it is also merely a charade to calm down the public while there's a shakedown that was orchestrated by their lawyer, extorting money from Starbucks directly.
So in reality - they made the city spend an additional 200 k of tax payer money while cashing in what is likely six figures from Starbucks, with a hefty share for their lawyer. Doesn't sound like charity does it.

Let's not forget the fact that they did NOTHING wrong. They certainly do not need to be vilified for simply waiting for someone at Starbucks.
They didn't make the city do anything. The city also has to orchestrate a charade to make nice with the people.
