They didn't make the city do anything. The city also has to orchestrate a charade to make nice with the people.
Nor the Starbucks manager or the city (police) did anything wrong, they acted the way that they would be expected to act in such situation (loitering).

Certainly nothing that would justify a cringe fest of gargantuan proportions and a six figure, out of court payout to the alleged 'victims'. In a sane society that values common sense, this would be a non issue.
