Yes, you forget to say - all this big land from map don't belong for the people, and forbidden/banned an activity inside the country on this land for people. But you can take one very little part of it somewhere in Syberia(near gulag) and go live on ice, but even fishing banned because it can do ecologies "damage" etc...
