Depends on what do you mean. By money/industry - course China (it's more powerful than the USA too). By the military power the answer is Russia.

Also about taxes (if you pay them well). For example, I pay 6% and that's a fixed value (doesn't matter how much I earn). How much does pay an average US or Australian citizen? This is a large part of your GDP, by the way. So once again: Russian GDP is not an indicator of anything.
