"However, these items are not directly related. In fact, Harley has planned on consolidating production at the Kansas City plant since 2015, before Trump was even in office; when the company made the announcement, it said that it was due to slowing motorcycle sales:
Harley-Davidson’s sales fell sharply in 2017 and the company will move ahead with a plan to consolidate manufacturing operations, including the closure of its Kansas City, Mo. plant.

Harley was has been working on merging their Kansas City plant with their York, Pa. plant since 2015. Now they're forced to
move it to Thailand because of Trump's trade war.
"To further improve its manufacturing operations and cost structure, in the first quarter of 2018 the company commenced its previously announced multi-year manufacturing optimization initiative anchored by the consolidation of its motorcycle assembly plant in Kansas City, Mo. into its plant in York, Pa."
