Nope, the excuse was the uranium was to be sent to Canada only to be enriched and brought back. Obama personally had to sign off on this arrangement. This is after the fact that he swore no uranium would leave the country.. After the uranium became yellowcake in Canada it then went to places unknown. So it wasn't just regular old uranium. It was yellowcake.... The shit that makes bombs...
The person who was here running the operation is in jail for bribing transport companies and public officials.. What do you think a person running a uranium operation needs to bribe transport companies for? Perhaps to carry the material to places it shouldn't be carried?
