It depends on what you need I guess. You can have a bunch of expenses even in the most affordable places if you want fancy stuff.
After visiting Portugal for TES in March I spoke with some locals about the cost of living there. They're saying people get by fine on 800 EUR/month or so. That's very affordable for western Europe. I suppose you have to be local and frugal to get that kind of expenses.
