I wanted to add a lot of words, but I'll just say: indeed.
Here is a viral video of Belorussian police "brutality" (it's not Russia, but it's our neighborhood country). The police brutally beats a big male on drugs with a knife.
Everyone of the had a gun and can kill him in one single shot, but the only thing that they did is to shot his leg to disarm him. Spoiler: the guy has survived of course.
P.S. It's always easy to kill someone, but can you stop a mentally ill person without a murder? Do you have balls for that?
