Berlin may be the largest city fire in mankind's history. I would not expect all of it to survive. Not even half of it that was not directly protected by a bunker that never got hit and there were not many at the close. many of those were burned since they knew they were going to be tried. That is how many of the actors escaped to other country's.
Unless you think there were fireproof and waterproof documents and just no will to burn/destroy what may have survived....
