Those sanctions targeted the oligarchs. Trump was also affected because it funds his deals and provides cash flow for his operations in the US.
Without that cash flow, he can't continue to borrow from legit banks.
The Russians provide it as a way to launder money.

Not sure, but I think his ship about sank after those sanctions.
