The problem is solved. Ruth suggested to contact paxum.trucash.com It turned out that they just blocked the card because there were some suspicious transactions (I dont know why they decided so). After a small chat, they unlocked the card. I was able to withdraw cash from an ATM today. Of course Trucash should have contacted the owner of the card or inform Paxum.
