Ok, I just tried the same thing using the urls from the stats page promo tools for embed a cam and they work exactly the same as what I posted.
So, now I am confused by what is in the original post because when I use the url and change the size the iframe size changes just as expected.
I had to adjust the size a touch to avoid clipping but it definitely went down in size just as my example did.
