Willingly getting recreationally intoxicated/stimulated/etc with addictive substances is not in the same league as driving, buying a gun or going to war.
Driving is a form of transportation, guns is a constitutional right and 18 year olds are excellent fighters. Like, wtf man lol.
Smoking is something you should be old enough to be stupid enough to do. In my opinion 21 should be the age to legally intoxicate yourself recreationally with anything... Cigs, drinks, weed, etc.
