From everything I've read he was born in Scotland, made his way to Canada then the US to Boston to teach. It's in the U.S. where he invented (which could be debated) and patented the telephone. It was also in New York where he made the first phone call. So he created, patented and made the first call in the US. He also had a US citizenship here, so I would consider him an American inventor.
