Mueller's scope was extremely narrow in the investigation.
It was specifically Trump working specifically with the Russian government to throw the election. Not Trump's son, not Manafort, Trump. Conspiracy is difficult to prove.
Mueller confirmed what everyone already knew. Russia worked very hard to help throw the election for Trump. They're still doing it for 2020.
Mueller also confirmed there's evidence of Trump obstructing justice and he's not exonerated from that crime.
There are also 17 other investigations into Trump and his criminal dealings.
