The Saudi's have been building refineries out the wazoo so I believe there are other places close enough to buy fuel.
The US has plenty to spare.
It will only change the price a small amount and lower Russian influence and their budget and trade balance sheets.
Good move for everyone as I see it.
Seems more a internal thing for putin to hurt energy inside russia he does not control.
