there are still a few other options.
1. i can be that the programm is "in use" because there is still something in the startmenue.
in this case open explorer (as admin) then open the taskmanager and close all tasks except
explorer.
than try to delete it again.
2. the files are still in trash
empty trash
3. there is a problem with some registry entry.
the board tool on windows is not very efficient but you can try it.
press windows + R
type: scanreg /fix
restart and check if the folder is still there or if you can delete it (as admin)
