Well over here in the UK (And I'm not sure if you have the same in the USA or Europe etc) we have things called 'Spotted' pages. You get 'Spotted Dawlish' - 'Spotted Teignmouth' - 'Spotted Torquay' etc, which are all pages related to local towns / areas.
Supposedly you can ask questions like 'What chinese is open and delivering tonight?' or 'Why were there 6 police cars and an ambulance outside such and such last night?' and these get posted anonymously for people to answer.
So it's either the guy who made the note himself, pretending that he 'saw it; and hes local, or other people seeing it, thinking its funny, and pretending that they 'saw it' locally...
As such, it's all fully anonymous, and I've seen it on about 6 local pages in the past few weeks. And thats just local to my area. If you consider its probably gone out on many many more all over the country, there have been a HUGE amount of eyes on it, and I expect a lot of people have tried the URL if only to see (like I did) if it exists or not...
