He probably calls it challenging so that he can get more investors for research and/or to sell more vaccines later on.
The cure is already here and incredibly cheap: azithromycin, hydroxychloroquine and zinc. But the big money is in the vaccine. So you scare people to increase demand, then hit them up with the vaccine. Marketing 101.
