It most likely was a carder using a stolen credit card to make the purchases. Often when you see someone signup and immediately make that many purchases in the initial day, there's a good chance its fraud. I'm guessing he wasn't a continuous spender in the following weeks, but did all his spends on that first day. It sucks that it took CB that long to do the chargeback if it was fraud, but there are a lot of factors that could have come into play to delay it.
