It's very likely indeed that there was a confusion on the nature of the website.
What raises concerns is why would cb ask him (the webmaster) to remove the page on his site even though he was adhering to the terms : this isn't gonna help the broadcaster because the page will still show up on thousands of partners sites. This isn't helping webmasters either because broadcasters aren't made familiar with the concept of legit webmasters sites nor the agreement they signed to grant permission. Finally, it isn't helping cb who will keep getting such requests having to contact a third party to remove a page that doesn't have to be removed in the first place (can be dealt with switching off the "appear on partners networks" option).
I have reasons to believe a number of cb staff members don't even look at the landing page. There's also a possibility some of them don't know how to recognize a legit page built using the very tool they provide to webmasters vs a page with disallowed content.
