Wow that's such a loaded question and more than can be written here.
The larger cam sites have pretty much secured most studios that have models - the other studios can work on various levels depending on what you need and what you can afford. Foreign models are less expensive than North American women but it really depends on the quality of the model - how they interact with the user. If trained correctly you'll have long term clients (long term generally 4 to 6 months) where they'll always come back to see that model to develop a relationship with them.
The software etc. there are places like 2much.net that have turnkey cam software that's really good and flexible to what you want. Or you can have people try to build one and there are a few around but they are more expansive and can run you up to 15k and above depending on what you want on it.
Then there is SEO and traffic to get users to the site. That can be through purchased traffic along with working on your own. That takes time to build. Smart marketing can shorten that time
If you're creating an affiliate program for webmasters be prepared that white label is a pain in the ass but mostly asked for. There again you'll need good solid networking to get people on board especially if they are making good coin on their current cam companies.
Expect a while before you see ROI but it can be worth it in the end depending on the talent - creativity - models and the depth of your pockets to make it work.
