I think it really depends on your business model, the product, your traffic cost, and your bankroll.
If you do blogs and send organic traffic to a bunch of niche paysites, revshare is the obvious choice.
Sometimes the program gives you a choice between 50% revshare minus fees where you end up with $11.92 per month, or $35-50 up front... In a lot of those cases the PPS is a better deal.
If you are buying traffic, your costs will be determined by the market and you'll likely have to run a huge float making revshare.
Sometimes the PPS deal just makes sense. I've done volume media buying at $100-150 PPS which the program admitted was a 2-3 year user value, I would not have been able to scale without getting those commissions on day 1.
