Yes I had found out an ad network that was planting their chaturbate cookies, they told me that is what they were using for "empty inventories". Their cb iframes were showing even though I had disabled "cam products". Adding external js to your site is a risk.
By the way, back to the Google flagging popups issue, I now remember one of the pb was that my page was firing the popup wherever you clicked on the page. Google did not like that. One accepted way is to fire popunders upon clicking on a link or a class of links. Anything to trick the user and send him somewhere is a risk. Trying to trick Google is also not recommended.
