Some forums have sections dedicated to promotions threads, but I think (though I'm still a newbie to forums) it's always best to contact the forum mods and admin team for advertising policies (if the community rules don't specify the advertising details). Although in some forums, it's really difficult to get a response, not to mention a quick one, from the staff members.
