I will likely get in trouble for this but the standard traffic places like JuicyAds or Exoclicks etc. simply don't have the conversion ratios they once did. Sure up front they're okay then after a month or two it drops.
Getting good ad spots is the best and those are usually kept secret to a few that don't want to give it up because then it will be saturated and the traffic because useless after a while. Sorry.
Good SEO helps greatly and if you find someone who knows what they are doing - likely they will have sources to get you that traffic you want without spending wastefully.
