I've worked with RocketGate, CCBill, PrimeOrange, and Epoch. With high-risk, it's always going to be expensive.
Most of my knowledge is from the software side, but my understanding is that, depending on your volume, a merchant account and a gateway who supports a merchant account is going to be your most financial beneficial option.
