Catering to these people by letting them shoot drugs out in public, supplying them with money and clean needles, etc isn't working. Time to start charging them for possession and give them the option of jail or rehab. Repeat offenders you send them off to prison with mandatory rehab afterwards. The "bleeding heart" way is just exacerbating the problem.
