I think it's just the latest iteration of Swedish holier-than-thou attitude.
A Swedish woman would not engage in sex work, a Swedish woman is the CEO of a large corporation when she's not practicing krav maga.
If she does engage in sex work, it's because she's a victim of some horrendous circumstances, likely a foreign criminal organisation forcing her.
Therefor, sex work must be illegal, however if you're a sex worker you're per definition a victim and cannot be prosecuted.
The rest of Europe is nothing like that, it's probably more related to the feminist experiment they've been running up there.
