This place is a valley, we get storms in the late summer and the city floods, so there are these giant tunnels everywhere for flood control. Most of the time it isnt raining though, we get over 300 days of sun per year so the homeless move into them. It's much cooler in the tunnels than outside here in the summer. Then we get a huge storm, the tunnels flood like they are supposed to do and the homeless get washed away and some drown.
Some people actually want to be there. They move them out and into shelters, and they go right back to the tunnels. I don't get it, but thats exactly what they do.
