Try the following...

Open up PSP7,
then click FILE ---> then PREFERENCES ---> then FILE FORMAT ASSOCIATIONS

Make sure that all file formats are checked including .jpg files.

If that doesn't work, you might have to open up the file in a different image editor and convert it to something else, then open it in PSP and convert it to a jpg. I don't know the exact science of how all these file formats work, but I mangage. "mangage"?? Sorry, I mean manage. I've slept in today, no coffee as yet, and my head's in a fog still.
