No actually all you do is make an inhouse contract with whatever site you are managing.

Basically you run the site and give them a commission! Like 70% etc...

You won't be considered a billing company. We have been doing that for 2 years. Somebody has a site, but doesn't want to run it anymore, we take them on our server put our billing on it and all they do is give us the content once per month. Each month they receive a commission ;-))

That is actually pretty common in the Amateur Market and on some Amateur Boards larger sites are already offering this to smaller sites.
