About what budget are you talking?
Proper license and where? Probably I know someone, who can help you with them, the application self, processing (backend, high risk acquiring contracts, pci certification), licensed gambling hosting with advanced prolexic unicast proxying and many more...

We can do it. We are in Spain so we can get a license (here it is legal to own an online casino now) if you don't already have one. Could also be hosted legally in Spain.
We are also great programmers, who have worked and who are currently working on complex, high traffic websites. I myself have worked on sites with millions of users, with very sensitive data.
