Theoretically you could use different e-mail addresses but they've gotten pretty good at sniffing out abusers via DNS.

Hi budd, u can have as much twitters as you want. Simple rules: each acc-uniqe phone number, max 3 accs per IP/proxy, uniqe content with uniqe description, dont place more then 8 posts per day for 1 acc

I've had several over the years.
No issues. I honestly don't remember having to use different #s either. But I guess one could get around that obstacle by using Google Voice and a different phone #.
