In the US you can get one at any Wal-Mart or grocery store. Not sure about Europe though...

www.mygreendot.com is good choice and it links up to your paypal- if you have a paypal account. You can get them at walmart or some local convenience stores.
or check with your local bank. I know Chase has pre-paid cards. |
