Looks like the ePassporte bank is still up to no good. Linked to spam.
St Kitts & Nevis Anguilla National Bank seems to have some nice rules on their accounts.

I also wouldn't be surprised if the data the guy who wrote the article used is a bit old and SKNANB appears in this list because, well... ePass used it and loads of spammers got their money through ePass.
