I'm not sure about the script but it looks like a simple tube site design. Konrad at Mechbunny Tube Script could help you with the script. He has a default template or you could get a custom design.

If you need something custom tailored for your needs just drop me a line.
From tube indexers up to streaming platforms I can make almost everything, given the right amount of time. However be warned: custom platforms are not cheap as tube scripts. Just as example, I've built my own platform to be 100% scalable over multiple clouds and across multiple networks, plus 100% redundant as much as on every node failure an automated balancer replaces the failed one trough ip transit, even if the new node isn't in the same CD facility. This takes a lot of efforts and huge amounts of time. And time = money.
