Ummm, I am pretty sure its been around since the 90's... I at least remember it being popular when I was in high school specifically in the year 2003 and it definitely was not new then. We would always make fun of people trying to do it who were bad saying they weren't doing the shake but the Philly Seizure. Not sure where the fuck that came from, if its real or a specific joke from something. Google says nada.
