They've just reported on the news that his Twitter history shows FOUR tweets of congratulations in the last 24 hours.

Do not take it word by word, it does not have to have actual word "congratulations" in it, maybe many people tweeted something like "you were right" or "we need you" etc.
Of course tens of thousands may be just a figure of speech.
