Wordpress CMS which can be downloaded from wordpress.org. Use on your own domain with your own hosting. As far as I know you cannot monetize wordpress.com websites and you are limited on customization options.

Wordpress.org if you want to host your own WP site (Or use a simple install depending on the registrar.)
If you want a good free blogging host, Blogger is much better than wordpress.com
